In the absence of any definite effort on the part
of Great Britain in this direction this Chamber would welcome
an expansion of British education by the establishment of a
Government aided Secondary English School or Schools, in Canton
and if possible in adjoining districts.
To finance this scheme they suggest that a portion of the "Boxer Indemnity" received from China might be directed
to further these ende as has been done by the U. S. A. with such
marked influence on official ciroles throughout China.
If possible the scheme might be furthered from
similar scurces by the establishment of Scholarships at the
Hongkong University which would counteract and afford similar
if not better advantages to those offered by American Universities!
Such a school sufficient to accommodate 300 studente
could be founded by a Grant of say £85,000, which together with an income derived from fees of say $100 each student per annum, my Committee are informed would be self-supporting, especially
if the Chinese Government could be induced to give the site
and playing grounds as a free gift.
Low fees, as compared with those which might be
earned by such a school in England, are obligatory, ae otherwise
it could not compete with similar education provided by the
American Lubsidised Canton Christian College.
Sir Charles says the Chinese Government is sympathetic
to the Hongkong University, as on the firet Degree Dey the
President sent a letter of congratulation; also five provinces
send Government scholars. The difficulty seems to be in drawing
& sufficient number of students from the Canton district and
the reason for the too few numbers is because of the non-existende
of a suitable preparatory school there outside of the American
Canton Christian College.
I am to express the thanke of my Committee to His
Excellency the Governor for the opportunity he has given them
of expressing their views on the subject which they regard as
an important one.
